¿Futuros de la salud global?

Considerando el bono pandémico.

Abstract

Desde 2010, ha habido una notoria expansión de las formas de financiación de la salud mundial por medio de la utilización de capital privado, bonos y “mecanismos” para financiar el desarrollo internacional y los esfuerzos  humanitarios. Aquí presento la lógica del Mecanismo de Financiamiento de Emergencia para Casos de Pandemia (MFEP), un dispositivo del Banco Mundial que combina un bono, efectivo y canjes que permanecen en reserva para un eventual brote de enfermedad infecciosa. Explico cómo el MFEP es representativo de los dispositivos financieros que tienen el potencial de financiar la ayuda sanitaria mundial al mismo tiempo que ofrecen a los inversores la oportunidad de ganar dinero. Considerar el bono pandémico significa que tenemos en cuenta no sólo el MFEP (¿qué organiza y con qué lógicas?), sino también las relaciones que genera (¿qué une?) y reproduce (¿qué pretende multiplicar y qué dejar de lado?). Utilizo “considerar” como concepto analítico para ayudarnos a pensar en las medidas y futuros de la salud mundial tanto en aspectos éticos como económicos, así como también para tener en cuenta cómo se utilizan los datos de mortalidad. Considerar algo nos permite hacer una pausa para dar cuenta de dónde estamos y hacia dónde vamos, y nos ayuda a pensar en lo que queremos. ¿Es necesario convertir la obligación ética de ayudar a aquellos que están sufriendo en mecanismos financieros que hacen que la gente gane dinero, siendo esto una tendencia que claramente está en sus etapas iniciales? ¿Existen circunstancias en las que el sufrimiento de los demás como fuente de especulación financiera se vuelve conveniente?
